FBI explains background checks for gun purchases

Found on YouTube, this 1998 government explainer for gun sellers on how the National Instant Criminal Background Check System (NICS, for short) works. It opens with footage from the assassination attempt on President Reagan, as an example of why we need the new system. And the review of whether someone should get a gun won't even take much time, we're told:
"One of the best things about NICS is the response time. The NICS system will provide within 30 seconds a 'proceed' or 'delayed' response on all background checks."
NICS is run by the FBI. A note with the video cautions that it's out of date. The shooter in Tucson over the weekend passed the NICS check in November 2010 and bought the same kind of gun that one of his victims, Rep. Gabrielle Giffords (D-Arizona), has said she owns.
